Michele R. Moser, Ph.D., is a licensed clinical psychologist and Professor in the Department of Psychiatry and Behavioral Science at the Quillen College of Medicine, East Tennessee State University (ETSU). She has served as Director of the ETSU Center of Excellence for Children in State Custody (COE) for 20 years. Dr. Moser has been a member of the COE Best Practices Collaborative leadership team since 2007, working to implement more than 10 learning collaboratives that disseminated four evidence-based trauma treatment models for children. She co-led the Tennessee Infant and Early Childhood Mental Health Initiative from its inception in 2010 until 2016, when the group formalized as the Association of Infant Mental Health in Tennessee (AIMHiTN). She served as President of the Founding Board of Directors. Since 2018, Dr. Moser has co-led the Tennessee Infant and Early Childhood Financing and Policy Team. She was also among the founding leaders of the Ballad Health Strong BRAIN (Building Resilience through ACEs-Informed Networking) Institute at ETSU and currently serves as its Associate Director of Community Engagement. Dr. Moser earned her Ph.D. and M.A. in Clinical Psychology from Miami University (Ohio) and completed her clinical child internship at the University of Louisville School of Medicine, Department of Psychiatry and Behavioral Sciences.
